Noida, June 25, 2025 – The Noida Authority has announced a new redevelopment policy that can benefit thousands of people living in old flats. Under this policy, flat owners will get newly built and bigger homes for free, without paying anything.
The policy was approved on June 14, 2025, and it aims to rebuild housing societies that are over 30 years old or declared unsafe by expert engineering institutions like IITs or NITs. Many such buildings in Noida are now in poor condition, with leakage problems and weak structures. The Authority wants to replace them with modern, safe, and well-equipped buildings.
According to the new plan, if 70% of the residents of a society agree, the entire society can be redeveloped. The existing flat owners will receive new flats with at least 15% more carpet area than their current homes. They will also be provided with either temporary housing or monthly rent during the construction period.
The policy applies to three types of housing:
1. Flats built by the Noida Authority Sector 52,
2. Cooperative housing societies
3. Private builder projects.
To make the project profitable for builders, the Authority will allow a higher Floor Area Ratio (FAR), increasing it from 1.5 to 2.75. This means builders can construct additional flats and sell them to recover the cost of construction. However, these flats can only be sold after the original residents receive possession of their new flats.
In Authority-built projects, developers will be selected through a bidding process. In cooperative and private societies, residents can select their own builders, but the builder must have a good track record and financial strength. A Tripartite agreement will be signed between the builder, the Noida Authority, and the apartment owners' association (AOA), detailing all terms related to flat size, temporary accommodation, and construction timelines.
To ensure fair practice, all projects must be registered under RERA. The Authority has also promised strict penalties for developers who fail to deliver on time or reduce promised carpet area. Complaints about delays or poor quality will be handled by a grievance cell.
The Authority also plans to set up a single-window system to speed up approvals and monitor the rent payments during construction. The newly rebuilt societies will have modern features like EV charging stations, rainwater harvesting systems, and sewage treatment plants. To encourage redevelopment, the Authority may also waive stamp duty and lease rent charges on the new flat registrations.
This policy is expected to improve the living conditions for thousands of residents living in aging housing societies across Noida.
