On July 23, a news update circulated in the real estate market stating that the Uttar Pradesh government has announced a 1 percent concession in stamp duty for women on property worth up to 1 crore.
This announcement sparked my curiosity about the stamp duty rates for women in different states and whether similar concessions are available elsewhere. So, in today’s blog, we will explore the stamp duty charges and concession provisions for women across various states and union territories in India.
Why concession is given to women in stamp duty?
We all know that, historically, women have been repressed and sidelined when it comes to property-related matters. For a long time, women were denied ownership rights until formal laws and regulations were established to address this inequality.
Even in the 21st century, the situation hasn’t improved significantly. To address this issue and encourage greater participation of women in property ownership, the government offers concessions like reduced stamp duty. These initiatives aim to empower women financially and promote equality in a society that has long been male-dominated.
Stamp duty rates for women in different states of India
India has 28 states and 8 union territories, and each of them follows its own rules and regulations regarding stamp duty, apart from any concessions offered specifically to women.
In this blog, we will list the stamp duty rates from all the states and union territories of India, so you can stay informed and make better decisions when it comes to property ownership.
Uttar Pradesh : 6 percent stamp duty is levied on Woman property buyers in UP but recently their has been concession also announced by UP cabinet. Now woman property buyers can enjoy 1 percent concession on stamp duty paid if the property value does not exceed 1 Cr.
Haryana: the stamp duty rate stands at 5 percent and in rural areas it’s 3 percent for women. There is no specific concession as of 2025 in Haryana for women, as they are already paying less than men. For men the stamp duty stands at 7 percent in haryana.
Delhi: the stamp duty rate for women is 4 percent as compared to man for whom it stands at 6 percent. Apart from that, there is no special concession is allowed, as women are already paying less than the man.
Karnataka : In karnatak there is no specific concession on stamp duty is announced for women. The rates are uniform among the genders.
Stamp duty rates vary based on the value of the property. If the property's value is less than 20 lakh, the stamp duty is 2% of the property's value. For properties priced between 21 lakh and 45 lakh, the stamp duty is 3%. If the property is priced above 45 lakh, then the stamp duty is 5%. In some cases, a standard 1% of the property value may also be applicable depending on the type of agreement or registration.
Maharashtra : In Maharastra, the stamp duty rate for women stand at 5-6 percent. Because, Maharashtra has different stamp duty rates for different cities. But in most of the cities the stamp duty for women is 1 percent less than the man.
Andhra Pradesh: Women pay 5% stamp duty and 1% registration charge. No special discount for women.
Arunachal Pradesh: Stamp duty is 6%, and registration is 1%. No gender-based concession.
Assam: 5 % stamp duty and 1% registration. No special concession for women.
Bihar: Women pay 5.7% stamp duty (a small 0.3% discount compared to men). Registration is 2%.
Chhattisgarh: Women get 1% discount on stamp duty. They pay 4% while men pay 5%. Registration is also 4%.
Goa: Stamp duty is 5%, registration is 1%. No gender discount. Duty varies by property value:
(a) >Up to Rs.50 Lakh: 3%
(b) >Rs.50 Lakh – Rs.75 Lakh: 4%
(c) >Rs.75 Lakh – Rs.1 Cr: 4.5%
(d) >Rs.1 Cr – Rs.5 Cr: 5%
(e) >Rs.5 Cr: 6%
Gujarat: Woman in Gujrat pays 3.9 percent stamp duty on property and gets 1 percent concession than man who pays 4.9 percent.
Himachal Pradesh: Under the new regulations in Himachal Pradesh, women will now pay a 4% registration fee on properties valued up to 80 lakh, and 8% on properties exceeding this amount. For others, the registration fee is set at 6% for properties worth 50 lakh or less, and 8% for those above 50 lakh. Notably, stamp duty rates in the state had remained unchanged for the past ten years.
Jharkhand: In Jharkhand women and men both pays equal stamp duty at the rate of 4 percent.
Kerala: 8% stamp duty and 2% registration. No gender concession.
Madhya Pradesh: In Madhya Pradesh the stamp duty rate stands at 7.5 percent for both men and women. No special concession offered.
Manipur: In Manipur, the stamp duty is fixed at 4% of the property's value, and registration charges are 3%. These rates are the same for both men and women—no discounts or special benefits based on gender.
Meghalaya: Meghalaya charges a high stamp duty of around 9.9%, with an additional 1% for registration. These charges apply equally to men and women—there are no gender-based concessions.
Mizoram: Mizoram has one of the higher stamp duty rates, approximately 9%, and the registration fee is around 1%. These charges are the same for everyone, with no special provisions for women.
Odisha: In Odisha, women enjoy a benefit: they pay only 4% stamp duty, while men are charged 5%. The registration fee, however, is 2% for everyone, with no gender-based discount.
Punjab: Punjab provides clear gender and ownership-based benefits. Women pay 5% stamp duty, while men pay 7%. For joint ownership: a man and woman together pay 6%, two women together pay 5%, and two men pay 7%. The registration charge remains constant at 1%.
Rajasthan: In Rajasthan, stamp duty is 6% for men and 5% for women, offering women a 1% discount. Registration charges are the same for everyone at 1%.
Sikkim: Sikkim charges around 5% stamp duty and 1% registration fee for all property buyers. There is no special discount or concession for women.
Tamil Nadu: Tamil Nadu doesn’t offer general stamp duty concessions for women. However, if the property value is below 10 lakh, women buyers can avail a reduced stamp duty of 3%. Registration charges vary between 3% and 4%, depending on the property type and value.
Telangana: In Telangana, the stamp duty is about 4% for all buyers. The registration charge is usually around 1%, although some reports mention 0.5%. There are no gender-based discounts.
Uttarakhand: Uttarakhand gives women a benefit: women pay 3.5% stamp duty, while men are charged 5%. The registration charge remains fixed at 1% for all.
West Bengal: Stamp duty in West Bengal is location-based: for properties up to 40 lakh, it is 7%, and for those above 40 lakh, it is 8%. While some claim a 1% gender discount, it is not consistently mentioned across sources. Registration charges are around 1% for everyone.
